The voices of CT parents and voters regarding HB 6891
Please VOTE NO on HB 6891.
Superintendents should not be given access to our children's birth records for the purpose of creating a mailing list for advertising pre-k education programs. NOBODY should be given this access. It is a violation of HIPAA privacy law. Getting the word out about pre-k programs to district parents is as easy as putting an ad in the local newspaper. Parents with kids who want to find an early childhood center can find them in the yellow pages or on the internet. Allowing arbitrary access to our babies' private and vital records sets a very dangerous precedent and puts our children's very safety at risk. Once a medical record passes hands into a school system, it is no longer protected under HIPAA, but rather under FERPA, which was amended to allow sharing of private info with 3rd parties without a parent's knowledge or consent. ALL of this is unacceptable and un-American.
